A little over a decade ago, a young couple in Sumner County adopted a rescue kitten from a local shelter. In Tennessee, the law is clear: all cats and dogs adopted from public or private shelters must be spayed or neutered, unless a licensed veterinarian certifies that the procedure would endanger the animal’s health.
This rule is outlined in Tenn. Code Ann. § 44-17-502. Under the statute, if a pet is not sterilized before leaving the shelter, the adopter must sign an agreement promising to complete the procedure within a specified period. Many shelters also require a refundable deposit to ensure follow-through.
Failure to comply with the agreement can lead to serious consequences, including forfeiture of the pet or civil penalties. The law helps ensure that fewer animals end up back in the system, or worse—on the streets.
Tennessee also supports low-income pet owners through a special program funded by specialty license plates. Under Tenn. Code Ann. § 68-1-1211, pet owners who qualify can receive financial assistance for spay and neuter procedures. This removes one more barrier to responsible ownership.
